SAN FRANCISCO, June 28 — OpenAI has unveiled three new artificial intelligence models named Sol, Terra and Luna, but the company is holding back a full global rollout after a request from the US government for an early safety review. CEO Sam Altman announced the new models in a post on X, describing them as a major step forward in both AI capabilities and pricing efficiency. He confirmed that broader public access has been delayed due to regulatory requirements tied to evaluating advanced AI systems before their wider release.

Instead, the models are being released in a limited preview to a small group of trusted partners. OpenAI said it had shared information about the models with US authorities before launch as part of an early evaluation process.

The company added that while it supports wider public access, it does not believe government review before every release should become standard practice.

Three models, different strengths

According to OpenAI, Sol is its most capable and efficient model yet. It is priced similarly to GPT-5.5 while offering improved performance across several tasks, including coding, biology and cybersecurity. The company said Sol is particularly effective at identifying and helping fix software security issues while remaining within OpenAI’s internal safety limits.

The encouraging part for developers and enterprises watching costs is Terra. OpenAI said Terra delivers performance comparable to GPT-5.5 but at roughly half the cost, making it a more affordable option for those building on the platform.

The third model, Luna, joins the same GPT-5.6 lineup. The company is positioning all three models as its next generation of AI systems focused on better performance and lower operating costs. OpenAI described Sol, Terra and Luna as part of the GPT-5.6 family, with the new models unveiled alongside advanced reasoning and safety features.

Safety review before wider access

The limited rollout reflects a careful approach. Early findings from the evaluation process will help determine when broader public access can proceed. Patients and professionals working in fields like biology and cybersecurity may benefit from Sol’s improved performance in those areas, but the company is not rushing that access.

For now, the models remain in the hands of trusted partners. OpenAI has not said when the general public can expect to use them.

The company’s statement suggests it wants wider access eventually, but the timeline depends on how the early safety review unfolds. Talk to your doctor if you have questions about how these AI systems might affect your work or health decisions. The models show promise, especially in biology and cybersecurity tasks, but they are not yet widely available for everyday use.
