RTA chairman signs AI transport agreements with Huawei and CASCO SIGNAL in China

Mattar Al Tayer shook hands in China. Those handshakes, with executives from Huawei and CASCO SIGNAL, are meant to build something invisible. Not rails.

Not stations. The digital brain of Dubai’s future transport network.

The Roads and Transport Authority signed two agreements during an official visit to China. One with CASCO SIGNAL. One with Huawei.

The deals are about artificial intelligence, smart systems, and the kind of infrastructure passengers will never see but will rely on every time they move. CASCO SIGNAL’s piece is the most concrete.

The company will set up an advanced research and development centre and an innovation laboratory in Dubai. It will be linked directly to the Dubai Metro Blue Line and future metro projects. Think of it as a proving ground.

A place where AI-powered signalling, communications, and operational systems get tested in a controlled environment before they ever carry a passenger. The technology has to prove itself first. No shortcuts.

Huawei’s agreement takes a wider view. Smart city applications.

Unified transport data platforms. AI-powered traffic and incident management systems. Smart operations centres.

Enhanced digital infrastructure. The language is broad, but the goal is specific: make Dubai’s transport network more efficient.

That means fewer delays. Faster responses to incidents. Systems that talk to each other instead of working in silos.

This is not a sudden shift. Dubai has been pushing toward smart mobility for years. The difference now is the scale of the ambition and the choice of partner.

China has become a global leader in AI and railway signalling. The RTA, led by its Director General Mattar Al Tayer, is betting that Chinese expertise can accelerate Dubai’s timeline.

The stakes are high. Dubai’s population keeps growing. Its transport network is already under strain during peak hours.

The Metro Blue Line, still in development, represents a massive investment. Getting its digital systems right from the start could save years of retrofitting and millions of dirhams.

Getting them wrong would mean delays, cost overruns, and frustrated commuters. The CASCO SIGNAL lab is designed to prevent that. It is a place to fail safely.

To test signalling software, communication protocols, and AI algorithms before they are deployed on live tracks. If something crashes, it crashes in the lab. No passengers stranded.

No headlines about signal failures. Huawei’s work is more diffuse but equally critical.

A unified transport data platform means every mode of transport — metro, tram, bus, taxi — speaks the same language. Traffic management becomes predictive instead of reactive. Incident response times shrink.

The smart operations centre becomes the nerve centre of the entire network. The agreements were signed during an official visit to China.

That matters. These were not routine commercial deals. They were strategic partnerships, announced at the highest level.

The message to the market is clear: Dubai is open for business with Chinese technology firms, and it is willing to embed their systems deep into its transport infrastructure. Critics will raise questions about data security and foreign control of critical infrastructure. The RTA has not addressed those concerns publicly.

For now, the focus is on capability. Chinese firms can deliver the technology Dubai wants at the scale Dubai needs.

That calculus appears to have won the day. What comes next is execution. The CASCO SIGNAL lab needs to be built.

The Huawei systems need to be integrated. The Blue Line needs to stay on schedule.

The partnerships are signed. The real work starts now.
