EU Tightens Digital Rules on ChatGPT, Reddit, Roblox

BRUSSELS, September 2 — The shift is unmistakable. Europe’s digital rulebook just swallowed its first AI chatbot whole, and two more American platforms are now locked inside the same regulatory cage. The European Commission announced on August 31 that ChatGPT, Reddit, and Roblox have crossed into Very Large Online Platform territory, triggering the full weight of the Digital Services Act.

What’s changing? The threshold is 45 million average monthly users in the EU — a line all three platforms have now crossed.

That figure, set when the DSA took effect across the bloc in February 2024, has already trapped TikTok and Meta under enhanced obligations. Now ChatGPT, developed by OpenAI, makes history as the first AI chatbot to fall under DSA jurisdiction. Roblox, the user-generated gaming platform, and Reddit, the social news and discussion hub, join it.

The obligations bite hard

As VLOPs, these companies face legal duties that go far beyond standard compliance. They must assess and mitigate risks tied to illegal content, protection of minors, and users’ mental health. The Commission isn’t asking nicely — it’s mandating systematic risk management with real enforcement teeth behind it.

ChatGPT carries a double burden. The platform is already subject to European AI regulations, reflecting Brussels’ layered approach to digital governance.

The EU isn’t regulating in silos; it’s weaving a comprehensive net.

The precedent trail

The DSA’s expansion follows a clear pattern of escalating pressure. The EU has previously told TikTok it must change its addictive design or face an outright ban across the bloc. That warning set the tone — Brussels will escalate to exclusion if platforms don’t comply.

Deutsche Welle reported the August 31 announcement with contributions from AFP and dpa, edited by Dmytro Hubenko. The sourcing matters — this isn’t speculative industry chatter.

It’s documented Commission action with wire-service verification.

The trend underneath is structural. The EU is systematically enlarging its VLOP roster, bringing more of the digital economy under uniform rules. For American platforms, the message is blunt: scale in Europe means scrutiny in Europe.

The bloc’s 45-million-user threshold functions as a deliberate gateway, capturing platforms only after they’ve achieved significant market presence but before they can operate with impunity. What follows now is the implementation test.

The DSA’s February 2024 launch was the framework; these designations are the enforcement. How OpenAI adapts its AI chatbot to DSA risk-assessment requirements will be watched closely — no template exists for this intersection of AI and platform regulation. Reddit and Roblox face clearer precedents from Meta and TikTok’s experience, but their distinct content models present distinct challenges.

The EU is positioning itself as the global laboratory for digital platform accountability. One of the world’s largest digital markets is now running live experiments in AI governance.

The results will shape whether Brussels’ model exports — or whether platforms find ways to fragment their services by region. Watch this space.
